"Preventive detention laws such as the COFEPOSA Act, PIT NDPS Act, National Security Act, and KAAPA allow for the detention of individuals suspected of engaging in activities harmful to national security, public order, or economic stability. These laws empower authorities to detain individuals without trial to prevent potential threats. Advisory Boards are established under these acts to review detention cases and ensure compliance with principles of natural justice. The Boards consist of a Chairman who is or has been a judge of the Highcourt and two members qualified to be appointed as judge of the Highcourt as per the constitution of India , who make recommendations on the continuation or release of detainees. The state government acts on these recommendations, balancing security concerns with safeguarding individual rights. "


Profile

  • Justice N. Anil Kumar graduated from NSS College, Nilamel, and obtained his law degree from Government Law College, Thiruvananthapuram.
  • He enrolled as an advocate in 1983 and began practicing in Thiruvananthapuram.
  • In 1991, he joined the Kerala Civil Judicial Service as a Munsiff, served as such from 1991 to 2001in Chengannur ,Neyyattinkara, Kollam and Kottayam
  • ⁠In 2001 , he was promoted as Sub Judge and Assistant Sessions Judge and worked as such in Ernakulam from 2001 to 2004.
  • He was appointed as Chief Judicial Magistrate of Ernakulam District in 2004.
  • He was promoted to District and Sessions Judge in 2005 and subsequently served as Special Judge – CBI Ernakulam, Judge of the Motor Accident Claims Tribunal Kollam, Additional District and Sessions Judge Mavelikkara, Legal Advisor and Disciplinary Enquiry Officer KSEB , Registrar District Judiciary, Highcourt of Kerala, Principal District and Sessions Judge Ernakulam and Registrar General of the High Court of Kerala.
  • On November 5, 2018, he was elevated as a Judge of the High Court of Kerala and demitted office upon attaining the age of superannuation on December 2, 2021.
  • On February 17, 2022, the State Government reorganized the Kerala Anti-Social Activities (Prevention) Act Advisory Board and appointed Justice N. Anil Kumar as its Chairman.
  • Since April 22, 2024, in addition to his duties as Chairman of the KAAPA Advisory Board, Justice N. Anil Kumar also serves as the Chairman of the Advisory Boards for the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act (COFEPOSA), the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT NDPS) Act, and the National Security Act (NSA).
